Referee Assessment

Focus of Assessments

1. Assessors perform Assessments within the CSRP to assist Referees at all levels of the game to improve and sharpen their officiating skills. The Assessment Program is one of several elements of the CSRP to help improve the quality of the Referees who serve the Youth and Adult Soccer Programs in Connecticut.

2. Assessors should approach each match as an objective observer of the officiating team’s performance in executing their duties and responsibilities. An Assessor translates their observations into constructive feedback to reinforce areas of high proficiency and to identify areas of weakness with suggested changes that will help the officials improve and sharpen their officiating skills.

3. At the same time, the Assessor is serving the CSRP by providing feedback on the Referee's ability to effectively officiate at the level of competition consistent with their Referee grade (or requested upgrade). Objective, honest observation of the official’s performance will allow the Assessor to meet both feedback requirements.

4. An Assessor approaches each Assessment with these priorities in mind: Reinforce good practices, identify potential problem areas and recommend solutions, and make a factual report of the official’s abilities to the SDA. The guiding principle for all Assessments in the state should be the same: Help the official become a better Referee.


Upgrade Assessment Requirements

  • 8 to 7 - not required, but Educational Assessments are encouraged.

  • 7 to 6 - Referee - Minimum of (2) passing assessments on affiliated games with a minimum of 40 minute halves that meet the sufficient test criteria completed by a minimum of (2) different Assessors (State or National), and a minimum of (1) of these assessments must be from an adult division game.

  • 7 to 6 - Assistant Referee - Minimum of (1) passing assessment on an affiliated game with a minimum of 40 minute halves that meet the sufficient test criteria completed by a State or National Assessor.


Annual Maintenance Assessments

  • Grade 7 - not required, but Educational Assessments are encouraged.

  • Grade 6 - Minimum of (2) passing assessment on an affiliated game with a minimum of 40 minute halves that meet the sufficient test criteria completed by a State or National Assessor, and a minimum of (1) assessment must be from an adult division game.

Classification of CSSA Adult Leagues and Competitions

  • CSRP State Referee Committee has approved the following CSSA match classifications for Game Count and Assessment purposes:


Top Adult, Division 1 Matches:

  • Connecticut Soccer League (CSL)
  • Amateur Soccer League of Connecticut (ASLC)
  • CSSA State Cup Matches – Open Division
  • Regional Amateur League Matches – WPSL, USL Super Y League U20

Division 2 Matches:

  • Shoreline Adult Soccer League (SASL) - Over 30 1st Division Only
  • CSSA State Cup Matches – Over 30 Division Only
  • Regional Amatuer League Reserve Matches – WPSL Reserve Division

Other Amateur:

  • All other CSSA matches will be considered Other Amateur for Game Count and Assessment purposes.
